Astori register deployed in accordance with the Client Data Act and the Secondary Use Act
Valvira has deployed Astori, a new register in accordance with the Client Data Act and the Secondary Use Act. It will make it easier to search the data in the register and streamline the work of officials. IT system service providers, wellbeing application producers and operating environment suppliers will have to register their systems, applications and user environments in Astori.
The public Astori register was deployed on 25 September 2024. This register contains data on social welfare and health care information systems as per the Act on the Electronic Processing of Client Data in Healthcare and Social Welfare (Client Data Act), on wellbeing applications linked to Kanta Services and on operating environments as per the Act on the Secondary Use of Health and Social Data (Secondary Use Act).
Astori replaces the two Excel registers on the Valvira website created as per the Client Data Act and the Secondary Use Act. Astori improves the usability and comprehensibility of the data in the register. It also allows for improved up-to-date sharing of information, as the data in the register are updated once a day. Initially, Astori was launched in a version in Finnish only. The Swedish-language version will be introduced later.
Public official register
Astori is a public national register that is a repository for data from the social welfare and health care information systems where social welfare and health care service providers can record and store client and patient data. The register also contains data on wellbeing applications as per the Client Data Act and on operating environments as per the Secondary Use Act. Users may search the register for data such as the category, purpose and context of a particular system or wellbeing application.
Astori is also an official register used by Valvira and the Regional State Administrative Agencies for their supervisory duties and when processing register entries under the Act on the Supervision of Social Welfare and Health Care Services.
A social welfare or health care service provider may not deploy an information system under the Client Data Act if that system is not entered in the Astori register. Also, an operating environment under the Secondary Use Act may not be deployed if its details are not entered in the Astori register.
