Accessibility statement for the alcohol trade register’s e-services
This accessibility statement concerns the e-services of the alcohol trade register at allu.valvira.fi. This accessibility statement was prepared on 23 February 2023 and reviewed on 18 April 2023. The service is governed by the Act on the Provision of Digital Services (306/2019), which requires public e-services to be accessible.
This statement is based on the assessment conducted by an external expert organisation (Eficode Oy) of whether the website meets the requirements laid down in the Act on the Provision of Digital Services.
Accessibility of the digital services
The desktop service partly meets the level AA requirements of Web Content Accessibility Guidelines (WCAG) 2.1. Any non-compliance with the requirements is mentioned below.
Non-accessible content
The content mentioned below is not accessible for the following reasons:
- non-compliance with the Act on the Provision of Digital Services
- The website features some insufficient contrast ratios in error messages, placeholder texts, tab elements, links and form fields, among others (WCAG 1.4.3, 1.4.11).
- The service is not responsive (WCAG 1.4.10).
- There are deficiencies in alternative texts for visual elements. For example, the logo link and the calendar, show, additional information and close buttons have no alternative texts (WCAG 1.1.1).
- The hierarchy of title elements does not always correspond to the hierarchy of the page content. One page contains several main titles. Title elements have been used to some extent in texts that are not titles (WCAG 1.3.1).
- Not all lists and tables have been programmatically marked as lists and tables (WCAG 1.3.1)
- Title-value pairs have not been presented programmatically (WCAG 1.3.1).
- Not all buttons have been implemented programmatically as buttons. Tab elements have been implemented programmatically as lists (WCAG 4.1.2).
- The status of elements (open/closed) has not always been marked programmatically (WCAG 1.3.1, 4.1.2).
- Active elements, including the selected function and the selected part of a tab, have not been highlighted programmatically (WCAG 1.3.1).
- There are some deficiencies in the quality of the HTML code (WCAG 4.1.1).
- No page language has been defined (WCAG 3.1.1).
- Messages and feedback are not read automatically without shifting the focus (WCAG 4.1.3).
- Not all elements can be accessed or used with the keyboard only. For example, tables cannot be arranged or tab elements cannot be used with the keyboard only (WCAG 2.1.1, 4.1.2).
- Repeated sections cannot be skipped on every page (WCAG 2.4.1).
- Page titles are not descriptive or unique (WCAG 2.4.2).
- Different page landmarks have not been marked programmatically (WCAG 1.3.1, 2.4.1).
- There are deficiencies in controlling the focus order. On the “Hakemuskäsittely” (Application processing) page, for example, the focus does not shift consistently between different phases (WCAG 2.4.3).
- There are no alternative ways to find pages, including a search and page map (WCAG 2.4.5).
- The page includes links to another service that open in a new tab, but this is not indicated to the user (WCAG 2.4.4.).
- The service session is only valid for a specific time. Users are not notified in advance of the expiry of the session (WCAG 2.2.1).
- The purposes of form fields have not been defined programmatically (WCAG 1.3.5).
- Labels are missing from some form fields. Most fields include labels, but they have not always been connected to relevant fields programmatically (WCAG 1.3.1, 2.5.3).
- The grouping of form fields has not been indicated programmatically (WCAG 1.3.1).
- Not all mandatory fields have been marked. Some mandatory fields are marked with a star icon, while the significance of the icon has not been explained (WCAG 3.3.2).
- There are deficiencies in the programmatic implementation of form elements. For example, the drop-down menu has been implemented programmatically as a link (WCAG 1.3.1, 4.1.2).
- Error messages are not read automatically without shifting the focus. Incorrect fields are not indicated in error messages. Error messages have not been connected programmatically to fields (WCAG 3.3.1, 4.1.3).
