Valvira’s duties related to the Tobacco Act will be transferred to the new Finnish Supervisory Agency, which will start operating on 1 January 2026. At the same time, Valvira and the Regional State Administrative Agencies will cease their operation. 

Starting from 1 January 2026, the new Finnish Supervisory Agency will supervise marketing and products subject to the Tobacco Act and provide guidance to municipalities. The granting of tobacco sales permits and the local supervision of sales and marketing will continue to be the responsibility of municipalities. Supervision cases that are in progress at the end of 2025 will be transferred on 1 January 2026 from Valvira to the Finnish Supervisory Agency for processing. 

The Finnish Supervisory Agency’s website address is lvv.fi/en, and the website will be available from the beginning of 2026.

Tobacco register outages at the turn of the year 

Maintenance of the tobacco register (Turre) will be transferred to the new Finnish Supervisory Agency on 1 January 2026. The look of the tobacco register will be changed to match the visual identity of the new Finnish Supervisory Agency. In addition, there will be minor changes to the content. All the changes will take place at the turn of the year.  The tobacco register’s new online address tupakkarekisteri.fi is already active. 

The change will cause outages at the turn of the year. The more specific times of the outages will be announced later.
