Herbal products for smoking
A herbal product for smoking refers to a plant-based tobacco substitute that does not contain the tobacco plant and that is intended to be smoked. These products include so-called herbal cigarettes as well as water pipe herbal mixes that do not contain the tobacco plant.
The Tobacco Act does not impose restrictions on additional ingredients and features in herbal products for smoking. However, the manufacturer or importer must provide Valvira with a product name and type-specific list of the ingredients and their amounts used to manufacture the product before it can be sold or otherwise given to consumers. It is valuable to note that the product category closest for the intended use in the Tobacco Act is applied to heatable herbal products, so they are classified as electronic cigarettes. Read more on the Electronic cigarettes and liquids page.
