Wellbeing applications under the Act on the Electronic Processing of Client Data in Healthcare and Social Welfare

A wellbeing application, within the meaning of the Act on the Electronic Processing of Client Data in Healthcare and Social Welfare, is an application linked to the MyKanta database in Kanta Services, where individuals can access their wellbeing data. With a wellbeing application, individuals can access their client data in the Kanta Services: the Patient Data Repository, the Prescription Centre and the Patient Data Management Service. A wellbeing application must meet the essential requirements consistent with its intended use, including accessibility requirements. Essential requirements comprise requirements in respect of interoperability, information security, data protection and functionality. The wellbeing application manufacturer is responsible for compliance with requirements, certification and registration in the database specified in the Act on the Electronic Processing of Client Data in Healthcare and Social Welfare.

Wellbeing applications are always classified as category A. Under the Regulation of the National Institute for Health and Welfare (THL) on the classification and certification of social welfare and health care information systems and of wellbeing applications, a wellbeing application may be more specifically classified as category A1 or A2.

  • A1: A wellbeing application that forms part of a larger entity and where Kanta access is provided and jointly tested through another information system or wellbeing application which is in category A2 or A3.
  • A2: A wellbeing application with direct access to Kanta Services, which a client may use to retrieve client data sourced from the personal data files of various service providers, whether in the Client Data Repository, the Prescription Centre or the Patient Data Management Service.

The wellbeing application manufacturer is responsible for classification of the application. The category of a wellbeing application determines how compliance with the essential requirements is to be verified. Registration of a wellbeing application

A wellbeing application must be registered by its manufacturer in the database specified in the Act on the Electronic Processing of Client Data in Healthcare and Social Welfare before it is deployed in production use. Registration under the Act on the Electronic Processing of Client Data in Healthcare and Social Welfare is subject to a fee.
