In Finland, intercountry adoptions are centrally managed by adoption service providers duly licensed by the Finnish Adoption Board. Using an adoption service provider is not necessary in exceptional cases, which are described as intercountry adoptions without an adoption service provider. As a general rule, however, a service provider should be used in intercountry adoptions whenever possible.
