Licensing and supervision of alcohol matters to be transferred to the Finnish Supervisory Agency on 1 January 2026.

Licensing and supervision of alcohol matters will be transferred to the new national  Finnish Supervisory Agency on 1 January 2026. At the same time, Valvira and the Regional State Administrative Agencies will cease their operation. 

From 1 January 2026, the Finnish Supervisory Agency will issue the following alcohol-related permits:

  • production licenses
  • wholesale licenses
  • retail licenses
  • serving licenses
  • licences for the use of spirits and industrial and kitchen alcohol.

Additionally, notifications concerning the food operations of alcoholic beverage production sites and wholesale warehouses for alcoholic beverages with alcohol content of more than 2.8%, registrations to the monitoring system of organic production, as well as notifications concerning the food operations of Alko stores will be transferred to the Finnish Supervisory Agency. The processing of applications at Valvira and Regional State Administrative Agencies still pending at the end of this year will continue automatically at the Finnish Supervisory Agency on 1 January 2026. This does not require any action from the applicants.

As of 1 January 2026, the Finnish Supervisory Agency will also be responsible for the product control, marketing control and monopoly control of alcohol.

Alcohol licenses are subject to a fee. The current payment regulations of Valvira and the Regional State Administrative Agencies will remain valid until the end of 2025. The fees will change as of January 1, 2026. The amount of the fee depends on when the application was received.

The alcohol trade register's web address will change at the turn of the year

The maintenance of the alcohol trade register will be transferred to the new Finnish Supervisory Agency on 1 January 2026. The web address of the alcohol trade register's e-services will change at the turn of the year 2025–2026. The old web address will be redirected to the new web address. The new web address is allu.lvv.fi. This change does not require any action on the part of the license holders.

The change will cause outages in the services at the turn of the year. The more specific times of the outages will be announced later.
